Community Impact Award
Soror Dr. Alethea Miller has made an extraordinary and measurable impact throughout Delaware during 2025–2026 through transformational healthcare leadership, compassionate community service, dedicated mentorship, and unwavering support of her local chapter. As Maternal and Child Health Clinical Director for the Delaware Division of Medicaid and Medical Assistance (DMMA), Dr. Miller has become a trusted advocate for women, infants, children, and underserved families by advancing equitable, evidence-based healthcare across the state.
Her leadership has influenced critical initiatives addressing maternal and infant health disparities, healthcare access, and barriers affecting vulnerable populations. Through gubernatorial appointments and statewide leadership roles—including the Delaware Healthy Mother & Infant Consortium Executive Board, Maternal Mortality Review Committee, Fetal Infant Mortality Review Committee, Delaware Perinatal Quality Collaborative, and the Lt. Governor’s Executive Committee of Food Is Medicine—Dr. Miller has helped shape programs and policies designed to improve outcomes for Delaware families.
Equally impactful is her commitment to mentorship, education, and direct service. Dr. Miller mentors pregnant and parenting teens, supports children and young families, serves as a mentor for the Health Equity Institute of Delaware (HEIDE) learners, and guides future healthcare professionals as a preceptor for University of Delaware Graduate Nursing students. Through these efforts, she cultivates future leaders while extending her commitment to health equity and compassionate care.
Within her local chapter, Dr. Miller actively supported impactful initiatives including DEA Drug Take Back, Mammograms and Mocktails, World AIDS Day–Red Ribbon Wellness Day, Delta Reader Literacy Coach Program, DAPI Baby Shower, Community Christmas Party, and service through the EMBODI and ERT Committees. She also strengthened sisterhood and community collaboration through educational programming across the Divine Nine community.
Dr. Miller does not simply participate in service—she transforms lives through advocacy, leadership, compassion, and action, making her exceptionally deserving of the 2026 Delta DEAR Community Impact Award.

In addition to program support, Dr. Miller served on the chapter’s EMBODI Committee and ERT Committee, contributing her leadership, collaboration, and commitment to strengthening chapter operations, inclusion, engagement, and readiness efforts.Beyond the chapter, she represented Delta Sigma Theta Sorority, Inc. through collaborative programming with fellow National Pan-Hellenic Council organizations, serving as a speaker and panelist for forums focused on Black maternal health, healthcare disparities, menopause, Medicaid, SNAP, and Medicare education.Through every initiative and committee role, Dr. Miller consistently demonstrated servant leadership, scholarship, professionalism, compassion, and a deep commitment to sisterhood and community impact.
Involvement in local chapter projects, activities, programs,
and/or committees during 2025- 2026:
During 2025–2026, Soror Dr. Alethea Miller actively supported and participated in numerous impactful chapter projects, programs, committees, and service initiatives advancing Delta Sigma Theta Sorority, Inc.’s Five-Point Programmatic Thrust.
Dr. Miller supported the chapter’s Physical and Mental Health initiatives through participation in the DEA Drug Take Back program and Mammograms and Mocktails, promoting medication safety, preventative healthcare, breast cancer awareness, and community wellness.
Committed to educational development and youth empowerment, she served as a Delta Reader Literacy Coach with the Appoquinimink School District/Middletown Alumnae Chapter, mentoring and encouraging young readers. She also volunteered with Delaware Adolescent Program, Inc. (DAPI), mentoring pregnant and parenting teens while supporting a community baby shower initiative for young mothers and families.
Dr. Miller further supported the Community Christmas Party and participated in World AIDS Day–Red Ribbon Wellness Day through the International Awareness & Involvement Committee, promoting education, awareness, and advocacy regarding HIV/AIDS and global health disparities.

As Maternal and Child Health Clinical Director for the Delaware Division of Medicaid and Medical Assistance (DMMA), Dr. Miller has become a leading advocate for equitable, patient-centered healthcare for women, infants, children, and underserved communities. Through service on the Delaware Healthy Mother & Infant Consortium Executive Board and as Co-Chair of the Data Committee, alongside participation on maternal, infant, and perinatal review and quality initiatives, she has helped shape meaningful programs designed to improve outcomes for mothers, babies, and families statewide.
Equally remarkable is Dr. Miller’s dedication to mentorship and direct community engagement. She volunteers with Delaware Adolescent Program, Inc. (DAPI), Creative Mentoring, A Peaceful Place Integrated Care, Art Therapy Express, and New Castle County Head Start. She serves as a mentor for the Health Equity Institute of Delaware (HEIDE) learners and as a preceptor for University of Delaware Graduate Nursing students, investing intentionally in the next generation of healthcare and community leaders. Whether mentoring pregnant teens, encouraging literacy among children, supporting families, educating healthcare professionals, or guiding emerging leaders, Dr. Miller leads with compassion, humility, wisdom, and grace. Her warm spirit, accessibility, and ability to connect across generations make her deeply respected and genuinely beloved.
